How to apply
The APP, administered under National Disability Services WA is unique in that it is responsible through legislation - Uniform General Regulations (Parking for Disabled Persons) 1988 - to issue parking permits to people with disabilities and mobility limitations.
Use of permit
An Australian Disability Parking Permit entitles you to use the easy access parking bays, including: on-street parking, shopping centres, hospitals, libraries, and schools. Refer to local councils for information on availability of concessions for parking and a list of rules and regulations.
Eligibility criteria
To be eligible for a permit, applicants must:
- have a severe mobility impairment where walking more than 50m causes the physical condition to deteriorate; and/or
- require the use of a mobility/medical aid such as a wheelchair, crutches, walking frame or oxygen and therefore require a wide bay to transfer in/out of a vehicle.

Administration fee
National Disability Services WA is a non-government, not-for-profit organisation, and through the APP charges an initial application administration fee to process the application.
Steps to completing/processing an application:
- Applicant must complete Part A
- Applicant’s health professional: doctor/OT must complete Part B
- Send completed Part A and Part B + administration fee to APP
- APP Occupational Therapist audits all applications and may contact the you or your health professional for more information
Permit renewals and applications take approximately 10 working days to process, however please note over holiday periods processing delays may occur.
Renewal of permit
A renewal invoice is forwarded to holders of two-year renewable permits approximately 6-8 weeks prior to the permit expiry date.
Temporary permit
Temporary Australian Disability Parking Permits are available via the same application process.
A temporary permit may be issued if:
- the physical restrictions will improve;
- future surgery is planned to alleviate or improve the mobility problem; or
- if it is too early to predict if the mobility restriction is permanent.
Temporary permits are issued for:
- minimum of 3 month permit; or
- maximum of 23 month permit
Holders of the RED Temporary permits are required to phone the APP on 9242 5544 to discuss the process for an extension to your permit.
Declined applications appeals process
The External Assessment Committee (EAC) provides an independent assessment process for the appeal of declined applications through APP. If your application is declined you will receive a letter giving you the option to appeal the decision through the EAC.
Episodic conditions
People who have episodic conditions are encouraged to contact the APP and/or have their medical practitioner contact the APP to discuss their eligibility.
